MINNEOTA SCHOOL BOARD MINUTES
A regular meeting of the Board of Education of ISD #414, Minneota Public Schools, was called to order on Tuesday, July 18, 2023, at 7 a.m. in Room #103 by Chair Abby Thostenson. Roll call of Abby Thostenson, Carmen Panka, Jon Buysse, Tom Skorczewski, and Martin Hennen.
All in attendance recited the Pledge of Allegiance.
Members present: Jon Buysse, Martin Hennen, Carmen Panka, Tom Skorczewski, and Abby Thostenson.
Members absent: Terri Myhre and Ryan Runia.
Others present: Heather Anderson (High School Principal), Scott Monson (Superintendent], Trent Johnson (Elementary Principal/Curriculum Coordinator], Kim Gades [teacher], Tara Skorczewski [Business Manager], Devann Shultz [Technology Director], Brady Carstens [SWWC Cybersecurity] and Patty Myrvik [Athletic Director].
Motion by Buysse, seconded by Skorczewski, to approve the agenda as presented. Motion passed unanimously.
Viking Pride: various positive comments were shared by Board Members and administrators.
Motion by Skorczewski, seconded by Panka, to approve the minutes from the June 20, 2023 meeting. Motion passed unanimously.
Motion by Buysse, seconded by Hennen, to approve the bills [check numbers 49341-49440] as presented. Motion passed unanimously.
Administrators shared their reports.
Superintendent Monson gave his report, reviewed student enrollment and enrollment projections, went over the Student Activity Fund for June 2023, and provided the financial report.
Motion by Buysse, seconded by Hennen, to approve Consent Agenda items as presented.
1. Approval of the following personnel items:
1.1. Retired/Rehired teacher contract with Joel Skillings as a .68 FTE physical education teacher for 2023-2024
1.2. Teresa Myhre as a .53 FTE Spanish teacher for 2023-2024
1.3. Emily Citterman as a .36 FTE math teacher for 2023-2024
1.4. Vicki Lozinski 12-16 week medical leave of absence beginning August 31, 2023
1.5. Caryn Hetland medical leave of absence from August 22-September 4, 2023
1.6. Barb Knutson as a substitute paraprofessional from August 22-September 4, 2023
1.7. 2023-2024 Unpaid Leave of Absence for Tami Tolk, pursuant to AFSCME Contract

3. Approval of the fall advisors, coaches, and directors:

Motion by Buysse, seconded by Panka to accept the bid from Ag Plus for petroleum for 2023-2024. Motion passed unanimously.
Motion by Skorczewski, seconded by Panka to accept the bid from Brad’s Market for bread and baked good for 2023-2024. Motion passed unanimously.
Motion by Hennen, seconded by Panka to accept the bid from Prairie Farms for dairy products for 2023-2024. Motion passed unanimously.
Motion by Buysse, seconded by Hennen, to approve the second reading of the following policies and procedures as presented: #403: Discipline, Suspension, and Dismissal of School District Employees; #414: Mandated Reporting of Child Neglect or Physical or Sexual Abuse; #504: Student Dress and Appearance; #515: Protection and Privacy of Pupil Records; #524: Internet Acceptable Use and Safety Policy; #609: Religion; #614: School District Testing Plan and Procedure; #709: Student Transportation Safety; #710: Extra-Curricular Transportation; District Procedures: Academic Eligibility Policy; District Procedures: Classified Staff – Hiring, Hours, and Benefits; District Procedure: Prom. Motion by Skorczewski, seconded by Panka to approve the 2023-2027 Contract of Transportation Services with 4 Point 0 School Services. Motion passed unanimously.
Motion by Hennen, seconded by Skorczewski to approve the Resolution Approving the Minneota Public School-ISD414 Long-Term Facilities Maintenance Ten-Year Plan. Motion passed unanimously. Aye: Buysse, Thostenson, Panka, Skorczewski, and Hennen. Nay: None. Absent: Myhre and Runia
Motion by Skorczewski, seconded by Buysse to approve the Resolution for Designation of the Identified Official with Authority [IOWA] for Education Identity Access Management [EDIAM] for the MDE External User Access Recertification System for 2023-2024. Motion passed unanimously. Aye: Buysse, Thostenson, Panka, Hennen, and Skorczewski. Nay: None Absent: Runia and Myhre.
Motion by Skorczewski, seconded by Buysse to approve fees, prices, and substitute costs for 2023-2024 as presented. Motion passed unanimously.
Motion by Skorczewski, seconded by Panka to approve the 2023-2024 following handbooks as presented: Elementary Family Handbook, Elementary Faculty Handbook, High School Student Handbook, High School Faculty Handbook, Activities Handbook, Student Device & One-to-One Handbook, and Bus Rules and Regulations. Motion passed unanimously.
Motion by Skorczewski, seconded by Buysse to approve the 2023-2024 Fine Arts [Theatre] proposal. Motion passed unanimously.

Motion by Buysse, seconded by Panka to approve a Post-Secondary Enrollment Options [PSEO] Contract with MN West. Motion passed unanimously.
The school board discussed dates for a School Board Retreat/Work Session.
The next Minneota School Board Meeting will be at 7 a.m. on August 15, 2023 in Room #103.
